[The Internet] is a series of tubes. And if you don't understand, those tubes can be filled and if they are filled, when you put your message in, it gets in line and it's going to be delayed by anyone that puts into that tube enormous amounts of material, enormous amounts of material.
I rise today to discuss the National Intelligence Reform bill. I commend my colleagues in both Houses for their hard work in coming to an agreement. As with any conference, each voice is heard, but none can dominate and compromise must be achieved.
I do have concerns about the current efforts to restructure our nation's intelligence community.

I just the other day got, an internet was sent by my staff at 10 o'clock in the morning on Friday and I just got it yesterday. Why? Because it got tangled up with all these things going on the internet commercially. . . They want to deliver vast amounts of information over the internet. There's something immediate about the experience of reading a poem - whether it's the music or some other element of it - that just seems to access another part of the brain. I am a design chauvinist. I believe that good design is magical and not to be lightly tinkered with. The difference between a great design and a lousy one is in the meshing of the thousand details that either fit or don't, and the spirit of the passionate intellect that has tied them together, or tried. That's why programming - or buying software - on the basis of "lists of features" is a doomed and misguided effort. The features can be thrown together, as in a garbage can, or carefully laid together and interwoven in elegant unification, as in APL, or the Forth language, or the game of chess.
God has created me to do him some definite service; He has committed some work to me which he has not committed to another.
