We started America with the sin of slavery that led right into the post-reconstruction period which was the greatest period of domestic terrorism in our country's history. Then after that, we had Jim Crow emerge and just when the Jim Crow laws were ending came the onslaught of the drug war. Well, the drug war has so perniciously effected, insidiously infected communities of color that in some ways it has come full circle, and we now have more African Americans under criminal supervision than all of the slaves in 1865. This is a profoundly unjust war.
During the fiscal year ending in 1861, expenses of the federal government had been $67 million. After the first year of armed conflict they were $475 million and, by 1865, had risen to one billion, three-hundred million dollars. On the income side of the ledger, taxes covered only about eleven per cent of that figure. By the end of the war, the deficit had risen to $2. 61 billion. That money had to come from somewhere.
In name we had the Declaration of Independence in 1776; but we gave the lie by our acts to the words of the Declaration of Independence until 1865; and words count for nothing except in so far as they represent acts.
